Rule process, in democracy when a rule needs to be established or changes those concerned are allow to comment. Once all comments have been taken in account a rule may be proposed. Comments are not a ballot but those establishing the rule must consider the number of comments in support of the rule over those in opposition to it. The final rule is than proposed and more comments may be considered. Although in a democracy the process is made by the elected members of the government in a private organization all members should be consulted especially if those deciding were not elected by a majority of members.

An interesting comment... how it applies to a non-governmental organization.... and truth be told, not even to a corporation, if at all, is unclear. NOIR as I understand it is a sole prorietrship. there are no stickholders , there are no votes. The rulkes are whatever ownership says they are. and that is the fact of the matter, I make no criticism here, I am simply stating fact. It is not my place to crticize, only to observe and comment. I cannot and will not insert myself into the mind of ownership here, What I will say is what I would say to any businessperson who asked my opinion regarding a policy change....."Think before you act, and consider all the possible consequences" . There is a concept that is VERY near and dear to me, as a one who dealt in law and its application, and that is EQUAL PROTECTION UNDER THE LAW. I think most people, and especially Americans, believe in fair play... they respond positively when they see it, and negatively when injustice is being done.
